Tube of choice
I am using the awesome art work of

You must have a license to use his art work
and you can get that HERE.
PSPX (any version will work)
Scrap kit used is Black-n-White Collection/Blue"
By Rieneke Designs

Mask (there is no info on the mask, if it is yours please contact me for credit)

♥~ Lets begin ~♥
Open new Canvas 600x600, flood fill white.
Open paper5 and minimize it for now.
Add new layer, flood fill with your paper.
(foreground, pattern,paper5)
Now open your mask, e-lena_Designs_Photo_Masks4 and minimize,
go to your canvas, layers,new mask layer, from image.
Find your mask in the drop down menu.
Merge group, then layers,merge,merge visible.
Open wire2, resize and paste as new layer.
Open Glitter Stars1, resize to fit your canvas.
Paste as new layer, duplicate this layer 2 times, for a total of 3 layers.
On the first layer, effects-plugins-dsb flux-bright noise.
Use the settings below. Do this for each layer,
BUT change the intensity by 10 on each of the other 2 layers.
Open framerib1 and framerib2.
You will need to resize these frames.
Now paste the black one as new layer and position.
Now paste the blue one on top of the black as a new layer.
Now take your eraser tool and erase a few spots on the blue frame
(look at mine)
Now get your tube ready, paste as a new layer.
add drop shadow
Now duplicate this layer.
Make sure 1 tube layer is on top of the frames and make sure the
other layer is under the black frame.
Now get your eraser tool, erase the bottom part of her legs on
both tubes, do not erase above the frame... only the outside (bottom)
Now open bow3, resize as needed, paste as new layer over top the blue frame,
add drop shadow.
Position as you wish on the left side of the frame.
Open hearts 1 and 2.. resize, paste the blue one first towards the bottom of the
frame,
add drop shadow, now go to the black heart and Image-Mirror,
copy and paste as new layer add drop shadow.
Position slightly on top of the blue heart.
Open string1 (its a heart) resize as needed, paste as new layer and add drop
shadow.
Position as you wish on the right side of the frame.
Open bow2, resize this pretty small, paste as new layer over top of string1.
add drop shadow.
Now open bow1 resize it smaller then bow2, and place this bow on top of bow2,
center it, add drop shadow.
Open bf1 and bf2, you will need to resize these.
Paste as new layers.. position as you wish ( or look at mine)
add drop shadows.
Make sure you are on the top layer.
Using Font LoversQuarrelROB no foreground color, background color #5abdc5
Add your saying or use mine, add drop shadow of choice.
Add your name anywhere you want.
Be sure to add all (c) info on your tag.
***NOW TIME TO ANIMATE***
Open animation shop.
Back in psp, close off 2 layers of your stars,
Image-Merge-Merge Visible.
Copy....
Now In AS paste as new image.
Back to psp, click the undo 1 time.
Close the open layer of your stars, and make 1 of the other 2 closed layers
visible.
Image-Merge-Merge Visible.
Copy....
Now In AS , right click on the image there, add after current frame.
Repeat the above steps for the last star layer.
Once all 3 frames are in AS, click on view animation..
If everything is ok, save your tag and thats it!
